Some more constraints are there in the guidelines. But my
question is, will this stop acid attacks? I have reasonable doubts. Problem
here is anyone having a good understanding of basic chemistry can easily manufacture
acids using easily available substances. It may not be of high quality, but
will do grave damages to victim.
