In shipping sector, pricing is going in to the hands of terminal operators

The government is mulling over the idea of getting out of tariff control and leaving the tariff settings to terminal operators

In the end, fresh air of reform is flowing little by little in to shipping sector as well. Under current arrangement, where government controls the pricing, terminal operators may not be interested much in enhancing the capacity or increasing the efficiency of ports - after all they can't fix the charges. Exporters and importers also have to put up with the delays. I strongly believe that new pricing policy and strong Competition Commission of India (CCI) will bring the badly required changes in the sector.
